Downtown Master Plan
In 2018 the City of Graham developed the Downtown Master Plan by awarding Toole Design the bid to overseeing the creating of the plan. The services sought from Toole Design was to develop a detailed strategic vision, and direction for years to come identified in fourteen blocks of downtown Graham; south of Market Street, west of Melville Street, north of McAden Street, and east of Holt Avenue, as well
as the corridor of Highway 87 from the interstate.
Pre-Development Meetings
The purpose of a pre-development meeting is for people who are looking at locating a business here in Graham, or developing a new business in an existing building or developing a piece of property, to have the opportunity to present your project to the Planning Department/Downtown Development Coordinator and receive feedback on the permits, processes and costs associated with your proposal.
This meeting is preliminary and staff makes every attempt to identify all the important issues of your project. However it is important to recognize that this meeting is preliminary and the feedback you receive is only as accurate as the information you provide.
The meeting is schedule at the request of the developer or interested business owner.

Opening a Business in Graham
The Planning Department will coordinate pre-development meetings with the City departments responsible for helping businesses obtain the necessary permitting, zoning, and licensing approvals required to establish and operate a business in Graham.
The Planning Department works in collaboration with the City’s Downtown Development Coordinator on projects locating downtown Graham.
